STR-Belgium welcomes the Government’s initiative to review the PRAS, a fundamental — and now obsolete — urban planning tool!

STR-Belgium welcomes with great hope the initiative of perspective.brussels to finally review the PRAS (Regional Land Use Plan), an obsolete urban planning framework dating back to 2001 and completely out of sync with the ordinance of 8 May 2014 governing tourist accommodation.

At a time when short-term rentals represent a growing share of the tourist accommodation supply[1], STR-Belgium considers it essential that the category of tourist residences be fully integrated into the tourist accommodation categories within the PRAS. This requirement is fully aligned with the short-term rental regulation project initiated by the European Commission. The objective of this regulation is to strengthen the short-term rental market while enabling its oversight by public authorities, through policies that are justified, proportionate, and tailored to the specific situation of each neighbourhood. In this context, transparency is a must, and up-to-date urban planning tools are needed to meet this challenge. While the identification and quantification of the different types of tourist accommodation are critical, redefining the associated compensation mechanisms is equally important.

Although not (yet) invited to take part in the discussions, STR-Belgium was able to share its views through its participation in the public sessions that began on 19 September.
